Solved. A friend of mine asked for my help fixing his John Deere Gator 850i and after doing some diagnostics I have come to the conclusion that it has no spark to either cylinder. I checked this by getting a test light and putting one end on the spark plug and one in the boot. The light did not flash or anything.

No volts = start tracking down the safety interlocks. The new starter spins things so fast that it takes longer to start than it used to with the original starter running slow.
